Purpose
To perform advanced professional technical and analytical functions in a variety of financial areas including financing, financial modeling, debt management, cash management, and planning and analysis to ensure the District's financing requirements are met and financial assets are managed to maximize benefits to the District within legal and established District policy constraints.

Minimum Qualifications
Knowledge of:
- Concepts and terminology related to economics, finance and accounting
- Industry practices related to investments, debt instruments, or cash management
- Principles of various analytical approaches including cost benefit and present value analyses
- Techniques used to develop financial projections, analyses and models

Ability to:
- Prepare complex financial analyses, forecasts and models using Excel
- Generate ideas that reduce expenses or risks or generate revenue
- Prepare a business case to weigh the relative costs, risks, and benefits of a potential action
- Structure, analyze and manage complex contracts and transactions
- Work both independently and in a team setting
- Communicate clearly and effectively, both orally and in written form

Experience:

Purpose
